Maharashtra Govt offers 1.5 FSI to AIIMS at Nagpur

By Vikas Vaidya

Maharashtra Government has offered 1.5 FSI for ambitious All India Institute of Medical Sciences (AIIMS) coming up in 150 acre land at MIHAN. This will help the institute to go vertical. There was a demand to allot 200 acre land for AIIMS, but State offered 150 acre land outside notified zone. Now this additional FSI will help the AIIMS to come up with state-of-the-art facility and Government has expressed its keen desire to transfer the land.
Chief Minister Devendra Fadnavis had already communicated the decision regarding allotment of 150 acres of land in MIHAN project to the Ministery of Health and Family Welfare. In order to finalise the location, a team of officers of Ministry had visited the site at MIHAN on April 28, 2015. The site identified by the team includes above 100 acres of land under the Special Economic Zone (SEZ) processing zone.
The letter further states that the State Government is giving 1.5 FSI to AIIMS in lieu of 50 acres of deficit land allocation so that vertical expansion for construction of building may be carried out along with requisite open spaces as proposed by the Ministry. As per the CM’s letter to the Minister of Health and Family Welfare dated December 17, 2014, State Government reconfirmed the allocation of 150 acres of land in MIHAN non-SEZ area for setting up AIIMS at Nagpur.
Sujata Saunik, Principal Secretary in an letter to Ministry of Health and Family Welfare has made it clear that as Government of India wants to start the work of construction immediately and since denotification of SEZ may take few months, the State Government is suggesting 150 acres of land outside the SEZ processing zone area and adjacent to the proposed location.
Union Minister of Surface Transport Minister Nitin Gadkari has taken lot of efforts to bring AIIMS at Nagpur. He was of the view that the Institute should be in city area but experts ruled out the suggestion since such a huge land bank was not available inside the city. As per AIIMS norms, the entire set up should be at one place. Any suggestion of setting up of certain centres or units of the institute and its hospital at different places was not entertained. Besides giving rise to the problem of coordination, distance etc it would also increase the overall cost of the project and the treatment cost for the patients.

Small sub-centre at TB ward premises

Though Ministry says that AIIMS should be in one campus, the small OPD is being planned at TB ward premises. Metro blood bank, plasma separation centre would work there. Patients will be checked at this sub-centre and would be sent to main AIIMS through proper transportation.- 45 acre in TB ward.

What more is needed for AIIMS

- Provision for augmentation of electric and water supply and sewage treatment units to meet future needs
- Extension of the metro rail up to AIIMS or provision of a feeder bus service to metro
-Direct connectivity to outer ring road
- Plan a helipad for airlifting patients
-All clearances of various departments like environment and forests
