Uniform CET for MBBS to be in place two years after its declaration

Finally Medical Council of India (MCI) has sent the proposal of Uniform Common Entrance Test to be conducted for admissions to MBBS and Post Graduate courses to Central Government. It is awaiting the approval. Though it is yet not fixed whether this CET would be conducted in 2016 or 2017, MCI top bosses have made up their minds that it would be conducted two years after it gets declared.
It was first introduced by MCI Academic Council Chairman Dr Vedprakash Mishra in 2009 and he had made it clear that the CET should be declared when the student was studying in Class XI. It means students would be well aware about the CET and he or she can start preparation for CET accordingly. When it was reminded to Dr Mishra he said that he was never against student-centric approach and would see to it that it should benefit students at large. He would stick to the stand, he had taken in 2009 and now also CET would be held two years after its declaration.
In the context of the gross difficulties that the learners were facing due to the multiple entrance test for admission to MBBS course conducted by the various examining authorities and the grievances thereof, the MCI had constituted a two man expert group to look into the entire issue in February, 2009 that included Dr. Mishra the then Member of the Executive Committee of the Council.
The said expert committee in a detailed report bringing out the core issue to the fore that there were more than 90 entrance examinations conducted annually for  admission to MBBS course held during a specified period of time in accordance with the schedule of admissions prescribed by the appropriate Regulation by the MCI in terms of the pronouncement made by the Supreme Court.
The Expert Committee therefore explicitly recommended that there should be a single/unitary National Eligibility Entrance Test (NEET). In between a public interest litigation came to be filed before the Supreme Court who upon detailed hearing directed the Government of India, and the MCI to act on the recommendations adopted by the MCI.
The said regulation was quashed by the Supreme Court on the ground that the MCI did not have the said authority and jurisdiction.
The re-constituted MCI at its General Body Meeting on October 1, 2015 reiterated its earlier decision taken that a unitary single Common Entrance Test should be held for admission to MBBS Course. The said resolution was further broadened by bringing out that admission to postgraduate courses should be made on the basis of merit generated at the CET for postgraduate admissions.
It was further resolved that in view of the exigencies both the recommendations may be given effect by the Government of India, by urging President of India to issue an ordinance towards the same. The resolution was unanimously adopted.
