Educational Institutions, hospitals await implementation of non-commercial power tariff

Eventhough Maharashtra Electricity Regulatory Commission (MERC) has given green signal, Maharashtra State Electricity Distribution Corporation Limited has not put educational institutions, hospitals and dispensaries in non-commercial category. If this is done then these institutions will have reason to smile.
Two years ago, Association of Private Managements of Professional Education had pressed that the educational institutions should be put under non-commercial category. Association had argued that education sector can not be called as commercial one as they do serve poor people and impart education. Government agreed and decided to put them under non-commercial category ( (A) (i) - Educational Institutions, Hospitals and Dispensaries so that they had to pay charges fixed for non-commercial activity.
Sources said that MSEDCL has sent the proposal to MERC which also approved the same. The Director of MSEDCL has issued the circular in this regard in March 2013. The circular says that the institutions and hospitals-dispensaries should be brought under the non-commercial category with effect from August 2012. The institutions, hospital which have paid the amount as per old rate would get the the difference and further onwards no bill will have old charges.
The Commission has introduced two sub-categories for load 0 to 20 kW under LT II as
under: 1. LT II (A) (i) - Educational Institutions, Hospitals and Dispensaries
2. LT II (A) (ii) - Others, which have been determined in Tariff Booklet.
The educational institutions, hospitals and dispensaries will be benefited a lot with this develpment. They will not have to pay electricity duty, plus the charges too will come down though not drastically. With MSEDCL is not taking any step, the association has taken up this issued severl times. But no step is being taken.
When asked about this development, Rajendra Mulak, Minister of State for Power said, “The information is right but the proposal has not get green  signal from MERC. Without the green signal from apex body we cant go ahead. We have made group including hospitals, dispensaries and educational instituios and asked for a particular rate to be charged by this group on the electricity. We are awaiting the reply from MERC.”
