Where there is no access to internet, especially in rural places, there the test will be conducted off-line and  provision for the same would be made by Government.
Government is of the opinion that the test would help the  students of making a choice what field is best suited to the skills and interests. The test will emphasize on questions related to personal strengths and weakness, what activities and subjects interest the students. The working groups have been constituted to conduct the test which will be headed by Education Commissioner. Deputy Director of Institute of Vocational Guidance and Selection, Mumbai will be Member Secretary. The members will be Chairman of Maharashtra State Board of Secondary and Higher Secondary Education, Director of Education  (Secondary and Higher Secondary), Director MSCERT, Chairman of Maharashtra State Examination Council, Director (Technical) of National Information Centre (NIC), Representatives of four non-Government Organisations to be nominated by State Government.
Maharashtra has 22,000 Secondary and Higher Secondary schools and colleges wherein 65 lakh students are studying. The strength of the teachers is 2.5 lakh. The teachers who have completed diploma from Institute of Vocational Guidance and Selection, Mumbai are only 539. If one have a look on the whole statistics then one can understand that the number of Counsellors is very less.
