DMER ignores security of Vidarbha GMCs

By Vikas Vaidya

In an effort to strengthen the security of Government Medical Colleges across the state, the Directorate of Medical Education and Research (DMER) has issued security apparatus but seems to have excluded all GMCs in Vidarbha. Names of these Government run institutions are simply missing from the DMER list.
Considering the rising number of attacks on doctors, especially Residents, the Maharashtra Association of Resident Doctors (MARD) had demanded to enhance the security in the GMCs in Maharashtra. MARD had to submit repeated demands to deans and DMER and finally the authorities acted on it and the DMER had released the order for Medical colleges in State except all four colleges from Vidarbha viz. Nagpur’s Government Medical College and Hospital (GMCH), Indira Gandhi Government Medical College and Hospital (IGGMCH), Yavatmal’s Vasantrao Naik Government Medical College and Hospital and Akola’s GMCH. The shocking fact has reflected in the report submitted by Security Audit Committee constituted by State Government regarding security arrangement in GMCs.
According to official figures, the Nagpur GMCH requires 152 more securitymen but it has only 19. It requires 40 more CCTV cameras but it has zero CCTV cameras. IGGMCH needs 71 more CCTV camers while presently it has 41 cameras, the report says. Similarly  Yavatmal GMC’s requirement is 67 securitymen and 42 CCTV cameras but it has 6 securitymen and 33 CCTV cameras. Situation in Akola GMC is no different. It has 34 CCTV cameras while the requirement is 120. Akola has a requirement of 85 securitymen but it has 49 people working. Of course, this odd combination of requirement and existing condition is everywhere. The report is also partially correct since it presumes that all security personnel are present on the duty and cameras installed are functioning. While in reality, the duties are round the clock and hence the numbers are really paltry considering the task of ensuring security of GMCs and hospitals.
The list of colleges which were given all security equipments include J J Hospital, Mumbai; GMC, Miraj; GMC, Kolhapur; Swami Ramanand Teerth Rurual GMC, Ambejogai; GMC, Solapur; GMC, Sangli; Dr Shankarrao Chavan Government Medical College, Nanded. These GMCs are provided with equipment like CCTV, FTV camera, walky talky, LED, server back and others.
After directing the purchase of these many equipment, DMER has made it clear that these purchases are being done because MARD had demanded to strengthen security. MARD had submitted demands for all the GMCs in State. If this is the case then why Vidarbha GMCs are excluded from the list is a million dollar question.
