MCI panel’s ‘no’ to permit GMCs at Chandrapur, Baramati, Nandurbar

Executive Committee of the Medical Council of India (MCI) has decided to return the application recommending disapproval of the scheme for establishment of new medical colleges at Nandurbar, Chandrapur and Baramati. The proposals of all three colleges were sent by Government of Maharashtra under the Maharashtra University of Health Sciences, Nashik under Section 10A of the IMC Act, 1956 for the academic year 2014-15.
While refusing the permission to Government Medical Colleges (GMCs) at above three places, MCI has pointed out, since there was no provision for keeping the application pending assessment of the physical and the teaching facilities available for establishment of a new medical college. The committee considered the council assessor report and noticed some loopholes.
In the same meeting, MCI has given approval to the application of increased intake from 100 to 150 to NKP Salve Institute of Medical Sciences and Research Centre (NKPSIMS) and Lata Mangeshkar Hospital, Nagpur. The executive committee of the MCI heard the matter with regard to assessment of the physical and other teaching facilities available.
The committee considered the council’s assessor report and decided to recommend to Central Government recognition of the NKPSIMS against the increased intake from 100 to 150. The recognition so granted to an Undergraduate Course for award of MBBS.
Mahatma Gandhi Institute of Medical Sciences (MGIMS), Sevagram, Wardha had applied for renewal of permission for admission of 3rd batch of MBBS students against the increased intake -- from 65 to 100 for the academic session 2014-15. The committee considered the council’s assessors report noted that Lecture Theaters: 3 Lecture Theaters of capacity 100 are available against requirement of 2 Lecture Theaters of capacity 120 each. They are not air-conditioned. Eleven Operation Theatres have 15 tables indicating there are some OTs having more than one table which is not as per norms.
Radiodiagnosis Department has only three static X-ray machines against requirement of 5 as per regulations.
In Anatomy Department there is only one cooling cabinet for two bodies. Shortage of Residents is 12.8% (14 out of 109). Executive Committee of the council decided to recommend to Central Government not to renew the  permission for admission of 3rd batch of MBBS students against the increased intake -- from 65 to 100.
 

Why permission was denied

to three medical colleges

The executive committee of MCI considered the council assessor report and noticed some loopholes while returning the application recommending disapproval of the scheme for establishment of new medical colleges at Nandurbar, Chandrapur and Baramati.
Following were the findings mentioned in the report:
Baramati: 1. Dean is not available. 2. Dean’s office does not exist. 3. Lecture theaters are not available. 4. Central library does not exist. 5. Common rooms for boys and girls are not available. 5. Students’ hostels are not available. 6. Medical Superintendent is not appointed. 7. OPD facilities are not available. 8. Teaching beds are not available. Shortage is 100 %. Thus the qualifying criteria under section 3(2)(5) of Establishment of Medical College Regulations, 1999 pertaining to the person owning and managing a hospital of not less than 300 beds is not met with. 9. Clinical material is not available. 10. Casualty is not available. 11. Central Clinical laboratory is not available. 12. OTs not available. 13. ICUs not available. 14. Labour room not available. 15. Radiological
facilities are not available. 16. Preclinical departments of Anatomy, Physiology and Biochemistry do not exist. 17. Faculty  Not available. Deficiency is 100 %. 18. Residents are not available. Shortage is 100 %. 19. Construction of college and hospital has not started yet.
Nandurbar: 1. There in no establishment in the city in the name of Government Medical College, Nandurbar. 2. No Dean, Medical Superintendent, Staff (Technical and Non Technical) have been appointed. 3. There is no college or hospital building. 4. The plot of land on which the proposed medical college is to come up is a barren, vacant piece of government land. It was a total empty land, no sign board, no leveling, no excavation, no construction and no person to guide us. 5. There is no functional hospital. Deficiency of teaching beds is 100%.
Chandrapur: 1. College building is under construction. 2. Lecture Theaters: Under construction. 3. Central Library: Under construction. Staff not appointed yet. 4. Residents’ hostel is not available. 5. Nurses’ hostel is not available. 6. Teaching beds are deficient. 7. Histopathology workload is Nil. 8. Some O.T.s have more than 1 table which is not as per norms. Monitoring and resuscitation equipment is inadequate. 9. ICUs: ICCU is not available. SICU is not available. 10. Preclinical departments of Anatomy, Physiology and Biochemistry do not. 11. Deficiency of faculty is 100 %.

  1. Can you please tell me about the above mentioned college i.e Chandrapur,Baramati,Nandurbar whether this decision was for the academic year 2014-2015.
    AS i will be giving MHCET next year so will the seats filled next year i.e for academic year 2015-2016????
