State Govt fixes the reimbursment limit for admissions done under RTE

Finally School education department of Maharashtra Government has fixed the maximum limit of reimbursement for the students admitted in 25 per cent quota under Right to Education Act (RTE). The schools will get Rs 13,474 per student as reimbursement for the year 2014-15. Government has made it clear that the tuition fee being charged by schools and the fees fixed (Rs 13,474) by Government would be compared. The fees which is less between these two will be reimbursed.
AS per the section 12 (1)(c) of RTE Act 2009 it is mandatory for the schools to leave 25 per cent seats for the students. The provision of reimbursement has been made under section 12 (2) of the Act. Central Government on April 8, 2010 had published RTE Rules, 2010. Maharashtra Govenment has published RTE Rules 2011 and 2013. Considering the legal provisions, Government was considering to reimburse the fees of the admissions done under RTE in the year 2014-15.
Earlier the schools were irked by the statement of Maharashtra Education Minister Vinod Tawde who had announced that the fees of the students being admitted in Kindergarten would not be reimbursed. Schools had said that they would be forced to charge fees from RTE students in kindergarten if it’s their entry level and the Government does not reimburse them. Schools and parents are said to be unhappy with the announcement while education activists have opposed the decision to allow schools to choose their own entry-level while admitting RTE students.
However, education activists said that the decision was against section 12 (c) of the RTE Act, 2009, which stipulates that schools have to compulsorily follow 25% quota from their entry-level, whatever that might be.

Confusion in RTE admission continues


With non-receipt of any directive from the Director of Primary Education, the confusion regarding RTE admission has continued. Some sources said that this process may get canceled due to various loopholes in the mechanism itself. On Thursday parents who faced many problems gathered around Zilla Parishad where the primary education department functions. They were demanding that the admission to their wards was refused by the schools. Some complained that some schools demanded fees which is illegal.
Chairman of RTE Action Committee Shahid Sharif has opened the office situated behind Bhide Girls High School, Sitabuldi. He got so many complaints from the parents. He told The Hitavada, “I got so many complaints throught out the day wherein schools have refused to admit the students. There are cases where the parents had given fake address of residence. One such case was unearthed by me. The parent has given address of the place where he does not reside. In another case a student had taken admission in regular process in Bhavans school and also sought admission under RTE process. The student got the admission again thanks to the system of education department.”
