Scholarship of 64,000 students yet to be disbursed in Nagpur

With over Rs 100 crore pending with Government against the scholarship to be paid to students of reserved category, the educational institutes especially engineering colleges are facing financial crunch. Most of the colleges are unable to pay the salaries of their employees. This fact has been admitted by Education Minister Vinod Tawde. The issue has become bigger and if not resolved in time, it would have long term repercussions, warned experts.
The Social Welfare department distribute the scholarship amount of about 1.54 lakh students of Nagpur district every year. This year it could distribute the scholarship worth Rs 90 crore of 89,000 students for the year 2016-17. The scholarship of 64,000 students amounting to Rs 70 crore is pending. Some Rs 40 crore of the year 2015-16 is yet not distributed. It means that about Rs 110 crore is yet not distributed.
Over one lakh applications have been submitted by the colleges in Nagpur division to Social Welfare Department to get the scholarship amount against those many students. These applications include professional and other colleges. The social welfare department too is working sans adequate manpower. For example, it needs a clerk to look after the scrutiny of students of 50 colleges. Nagpur district has over 700 colleges. The department has only 2 clerks.
Admitting the fact, a senior office in social welfare department told The Hitavada, “We are running of manpower shortage. Secondly the verification has become tougher. If everything is to be checked in a proper manner then it will take time.”
Colleges are supposed to submit applications of students to the social welfare department in time. But it doesn’t happen, thanks to the Fee Regulatory Authority (FRA) that delays the procedure of declaration of fees. Because of which colleges fail to send detail applications to department. To add to it, students too act in lethargic manner and do not furnish details to colleges. Lack of coordination among colleges, students, social welfare department, FRA leading to the mess in the distribution procedure of scholarship. As social welfare department does not get applications it can not send estimation to the Finance department as to how much amount and for how many students it need.
There are only 20 per cent students from whom colleges actually receive the fees. The other 80 per cent students belong to various categories from whom colleges can not charge the fees. The students of SC category get mandatory non-refundable fees and maintenance allowance. The maintenance allowance is deposited directly to the account of students.

DBT may pose problem


Education Minister Vinod Tawde had last time said that the amount of scholarship will be deposited directly to the accounts of students. This has created panic among colleges. Because, there is no mechanism to recover the amount from students. If he or she decides not to handover the amount then it would pose problems for students.

The obstacles in the distribution of scholarship


- Social Welfare Department running short of staff
- Colleges don’t submit the applications of reserved category students to Social Welfare Department in time.
- Fee Regulatory Authority delays the declaration of fee structure of colleges
- Since colleges fail to submit applications with Social Welfare Department in time due to various reasons, Department can not give the estimation to Finance Department in the stipulated time.
- Because of non-receipt of estimation from Social Welfare Department, Finance department do not send amount and it delays the distribution of scholarship to every student.
- Students too play gimmick with colleges and Government by furnishing false details and get caught during scrutiny.
