AICTE Chairman for comprehensive perspective plan for engineering colleges

By Vikas Vaidya

“Increasing vacancies in technical institutions is the issue of concern and proper perspective plan can be the answer to this problem. While preparing this plan, the need for the engineering colleges should be taken care matching with the number of eligible students,” said Dr S S Mantha, Chairman of All India Council for Technical Education (AICTE).
Dr Mantha pointed out that though AICTE took every care so that the large number of seats in technical education should not remain vacant. AICTE allotted colleges as per the rules and number of colleges mushroomed, but barring few, others could not perform or maintain quality. Because of this, though the number of aspirants increased but they opted for less number of colleges which were maintaining quality, added Dr Mantha.
Recently, the issue of vacancies disturbed Chief Minister Prithviraj Chavan and on his behest, a committee was constituted to study the reasons behind the creation of vacancies in technical institutions.
According to Dr Mantha, global need for engineering graduates was still much  more and India has the capacity to provide it but the colleges in India are failing to maintain quality. He warned technical institutions that if they do not go for quality, then they would put themselves in the list of the colleges which are on the verge of closure.
Dr Mantha is batting for a unique type of perspective plan. As per his idea, AICTE is collecting the data of students who cleared Class XII examinations, how many of them opted for engineering colleges and remained there. This data would be collected at regional level that would be submitted to respective states and they in turn send it to Central Government and AICTE. Based on this data, a perspective plan would be prepared which could assess, exactly how many technical institutions India needs.
Dr Mantha did some plain speaking that some of the industrialists opened technical institutions without giving a thought to it that what was the need of those many institutions. Some people are setting up technical institutions for their status. Everybody should think about the need of these institutions. State Government should have a check on it, else this would go to a wrong direction.
Higher and Technical Education Minister Rajesh Tope, Minister of State D P Sawant, the Vice-Chancellors of various universities in State were present.

Pool of teachers needed- Dr Sapkal

Rashtrasant Tukadoji Maharaj Nagpur University Vice-Chancellor Dr Vilas Sapkal got a chance to speak in the meeting held in presence of Dr S S Mantha, AICTE Chairman. He said, “The intake in technical courses should be as per the requirement of industries and it should match rate of growth of manpower. If we increase intake strength without taking into consideration this growth, it would hamper the quality.”
“To overcome the qualified faculty requirement, we proposed clustering of the institutions to share the faculties and facilities. The expertise of the faculties of different institutions can be utilised like faculty recharge scheme. Secondly the pool of teachers should be created which can be shared by all colleges,” said Dr Sapkal.
