It was a usual practice wherein, most of the school Inspectors not visiting schools they were supposed to and not collecting correct data to submit it to Education Officer. It was one of the factors because of which, midday-meal tragedy occured. It could have averted had there been VISHWAS.
Nagpur Zilla Parishad's most ambitious project "VISHWAS" has recently won the "Most Promising Project Gold Award" at national level. The Android mobile based project called "VISHWAS - Visiting Information of Schools Handled With Attendance System", created by Managing Director of Soft Systems Consultancies Dr. Nitin Ukunde, was inaugurated on January 23, 2013 in presence of the Divisional Commissioner V. G. Reddy and then ZP CEO Dr. Amit Saini (now district collector, Gondia).
The project facilitated the online reporting about ZP schools by the school inspectors. The ZP education department could collect the accurate data about more than 2100 schools. The reports generated by the system were just unbelievable and the output data extracted from the system was nothing less than a pleasant surprise. Seeing this outstanding performance and usability of the application, the PCQuest Magazine jury has awarded VISHWAS as the "Most Outstanding Project Gold Award" after carefully scrutinizing multiple projects from 280 companies from all over India.
The concept was very simple. Government On-field employee would visit the schools and collect school related data and send it across to the manger in real time using on-line mobile application. The data would include the School Attendance, Mid-Day Meal, Surprise Test results, Regular Exam results, School Infrastructure details, Accounting information details, School photos, Latitude and Longitude details, Audio and Video recording etc.
It gives us every minute detail (including the start and end time of visit and the total time spent at the school) on the visit paid by the on-field employee (School Inspector) to the school. The system could also accurately verify the correct location (Latitude and Longitude) of the visit of the employee using the Satellite Communication Technology known as "Global Positioning System (GPS)" and was able to highlight the targets that are not achieved by the on-field employee. Using their mobiles, employees are now able to send the real time information on the status of the visited schools along with the photo. At the same time, the manager is in a position to identify the falsely claimed targets where as he could also identify the employees that are not attending the targets regularly.
On-field employees were found to be in a difficult position to manually report the school related information on a day to day basis to the Block Education Officer (BEO) and ZP Education Officer (EO). So, the information about the school collected by School Inspectors was not very useful to the ZP Education department thus the accurate picture of the state of education of the schools could not be determined in the absence of verifiable information. ZP Schools were not being run properly in the absence of any strict vigilance over them.
Using an easy-to-use mobile app, both employee and manager can deal with  in-depth information regarding the state of schools , which is stored  in central database that can be accessed globally.
Action has been taken against both the school staff (including Principals) as well as the govt. employees supposed to visit the schools, for being dishonest. This has also caused the desired objective of the improving the state of education in schools across multiple factors such as regular classes and examination, clean facilities, mid-day meal etc.
VISHWAS could help the ZP education department to issue 198 show cause notices against the School staff and govt. on-field employees for the poor performance. Details of around 1650 schools were sent online using the VISHWAS application. More than 1800 reports were produced on schools in 13 Talukas of Nagpur District. 1600 school toilets have been maintained clean as a result of VISHWAS. Twelve school inspectors were caught sending incorrect information  from incorrect location. About 40% students have improved their academic skills due to regular teaching from subject teachers. Around 180 teachers were given the first verbal warning for not providing daily notes. Twelve Hundred examination were conducted by the School Inspectors in the visited schools. Meal attendance was verified by the School Inspectors in more than 1200 schools has helped the education department to allocate the mid-day meal fund across the district schools.
VISHWAS has also helped the management to keep the track of the travel expenditures of the on-field school inspectors. Key management people do not have to wait for a month to get the information.
Dr. Nitin Ukunde, who was also the Project Head of VISHWAS project, expressed lots of satisfaction and happiness over the project winning the prestigious national award. He said, his vision about getting everything online using mobile application gets a big boost with this award.
The entire development and implementation of the VISHWAS project was completely managed by two Key persons, as mentioned below: Dr. Nitin B. Ukunde  and Dr. Amit Saini.
