Chancellor rejects amended ordinance of RTMNU

Dashing hopes of engineering students of Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU), who wanted jumping rule to be implemented, Chancellor K Sankaranarayanan has refused to approve the amendment in ordinance 4 of 2014. After the Nagpur bench of Bombay High Court had refused to give a respite, now Chancellor has also decided to go with the policy to improve standard of education in Maharashtra State.
The notification dated September 13, 2013 was framed because the All India Council for Technical Education (AICTE) had changed the syllabus, pattern of examination. Therefore it was imperative for the University to abide by the same. Thus in order facilitate and help the repeater students, the notification laid down a specific scheme. On the strength of this notification these students were permitted to step into higher class, despite the fact they were not eligible to enter into the higher class. This facility was granted because of the transition from the old course to the new course. Further the old course was to be discontinued in a two Academic years.
These students upon getting admission to the Higher Semester, also cleared their backlog in Winter 2013 examination. The students mostly belonging to third, fourth, fifth, sixth semester were the beneficiary of this notification. These students upon clearing their backlog started demanding that they be permitted to appear in the Summer 2014 examination because they are prosecuting regular studies or they be provided with increased “carry on”/jumping” or an increased ATKT facility in order to regularise there admissions to the Higher class.
As the RTMNU authorities fail to take a final call on plea of these students, they knocked the doors of the High Court, stating that though they were ineligible for admission to the Higher Class, yet on the basis of the notification of September 13, 2013, they were given admission. Now, they have cleared there backlog subject or the remaining back log subjects and are within the permissible limits of the ATKT rules 2003, they be permitted to take the examination for the 5th, 6th Semester or the 7th, 8th Semester as the case may be together or alternatively permit them to take the 5th-7th semester in the Summer 14 exam and the 6th-8th Semester exam in Winter-14.
Meanwhile in the meeting of Academic Council in March, 2014 the resolution was moved to extend the facility of appering in examination even to the students who had not cleared the examinations of previous four semesters or two  years in yearly pattern. The ordinance was amended  and sent to Governor for approval. Governor had sent it to Government which had placed its no objection and sent back to Chancellor. Now Chancellor has rejected the same.
The University further stated that the demand of the students was illegal because on the date of admission to the higher class they were not eligible both for admission and appearing in the examination. Subsequent passing by them is of no help, but the University was agreeable to permit them to appear in the examination as per rules from the next Academic Calendar i.e. Winter 2014 examination.
