All Engineering admissions to be completed by July 30

Following a tough decision by the Supreme Court criticising All India Council for Technical Education (AICTE) for deviating from its dead-line while granting approval to new colleges, courses or additional intake capacity ignoring academic calendar, now authorities are gearing up to follow the same. Now engineering admissions will be completed by July 30 and new academic session will begin on August 1. AICTE itself has come out with a fresh academic calendar for academic year 2013-14.
As per the academic calendar issued by the AICTE, all the colleges, universities and government authorities have to follow the rules for the engineering admissions. Engineering colleges have to seek the approval of AICTE and this procedure has to be completed before May 15, 2013. All the government officials, universities and colleges have to follow this schedule for the academic year 2013-14, according to AICTE release issued as per Supreme Court order.
AICTE has also informed that AIEEE and management quota entrance exams for engineering admission will be conducted in May ever year. The results of all entrance admissions should be announced before June 5 and the first phase of counselling have to be completed before June 30. Second phase of counselling will have to be completed before July 10 and the final phase of counselling for allotment of engineering seats will be completed before July 30.
AICTE made it clear that the admission procedure for filling engineering seats have to be completed before August 15 by all the colleges. Classes have to begin on August 1. No college should give admission to students after the last date. AICTE has asked all the candidates who are seeking admission in various technical institutions for the academic year 2013-14 to scrupulously observe the admission schedule announced by it.
Reiterating the need to make process of sanction transparent, fair and better the Supreme Court has directed AICTE to ensure that if the appellate authority decides the issue of grant of approval prior to April 30 of the concerned year, then alone such institution will be permitted to be included in the list of colleges to which admissions are to be made and not otherwise. And if the appellate authority grants approval after April 30, it will not be operative for the current academic year, the Supreme Court has directed.
Supreme Court in its order dated December 13 had came down heavily for deviating from academic calendar and allowing admissions till August 30 when the academic calendar is expected to begin from August 1 of every academic year. The Apex Court has recently directed AICTE to redraw the academic schedule for engineering colleges to maintain academic standards with a stern rider that it must remain inviolable.
Supreme Court had also pointed out that the results of qualifying examination like HSC should be declared by June 5. When asked Rajendra Darda, Maharashtra’s Minister for School Education said that board is committed to declared the results. Since last two years, Board is endeavouring for the same and students are getting benefit out of it.

Points to remember...

l Strict compliance of the calendar for both grant/refusal of approval and admission schedule, by all the authorities including the AICTE, University, State Government
l No person or authority shall have the power or jurisdiction to vary the Schedule
l AICTE to inform its decision to applicant seeking approval within three weeks from the date of receipt of its application or date of inspection
l Shortcomings/defects, if any, must be removed within 15 days thereafter
l Process of grant of approval has to be transparent and fair
l The AICTE or the concerned University or State Government shall take disciplinary action against the person who violates schedule and duties
l The reports submitted by the Expert Committee visiting the college should be unambiguous and clear, and should bear the date and time of inspection and should be sufficiently comprehensive and inspection be conducted in the presence of a representative of the institute.
