Panel confirms cancellation of 353 medical, dental admissions

In another blow to private unaided medical and dental colleges, the Pravesh Niyantran Samiti has rejected feeble justification forwarded by colleges and maintained its earlier decision to cancel 353 medical and dental admissions across Maharashtra. The Samiti headed by ex-High Court judge D K Deshmukh unequivocally held that admission process adopted by these private medical and dental colleges violated “basic principles of transparency, fairness and reasonability and in many case reservation norms were overlooked nor it was merit-based.”
Considering the number of resultant vacancies, Samiti has suggested Maharashtra Government to approach Supreme Court for permissions to fill in these 351 vacancies, extension of cut-off-date. In a far-reaching measure to take away discretionary powers from the hands of college managements, the Samiti has suggested to seek nod of Apex Court to  ensure that all admissions even after CAP rounds be brought under "Common Admission Process" only. Using this route most of the pre-decided admissions are finalised.
It may be recalled that in earlier meeting, Samiti had disapproved these seats on the basis of reports of three committees that were constituted for Konkan-Pune, Aurangabad-Nashik and Nagpur-Amravati region. The panels were named following large scale complaints of irregularities and allegations of virtual sell of these seats to money-bags giving a go-by to procedure and merits were received.
The Admission Control Panel after perusing affidavits and submissions filed by colleges found them to be totally unsatisfactory and apparently an after-thought to cover up the bungling. Samiti had confirmed the findings of Enquiry Committee which held that the reservation rules were not followed by the colleges, the admission process was not fair, transparent and merit based. Samiti therefore has disapproved all the admissions done by the colleges after the last "Common Admission Process" (CAP) round of MHT-CET-2012 for the Academic Year 2012-13.
Samiti has recommended to Government of Maharashtra to direct the colleges to cancel the admissions after last CAP round of MHT-CET-2012 and fill them after seeking permission of the Supreme Court to extend cut-off-date.
The Samiti had received complaints from students, parents with respect to the admissions in Private Unaided Institutions after CAP rounds in Academic Year 2012-13. Medical Education and Drugs Department of Government of Maharashtra had appointed the Enquiry Committees. The committees probed all complaints in respect of admissions in Private Unaided Institutions (Medical and Dental) for the Academic Year 2012-13 and examined whether adequate and proper publicity was given by the Institutions for admissions after CAP round, whether adequate opportunity was given to students desirous of seeking admissions, whether Samiti schedule was followed, whether vacancies were filled considering inter-se merit of students, whether reservation rules were followed.
According to Samiti, the Association of Managements of Unaided Private Medical and Dental Colleges conducted entrance test titled Asso-CET 2012. There were wide-spread allegation about violation of norms, suppression of information about vacant seats, admission to less meritorious candidates, violation of time-table laid down by Pravesh Niyantran Samiti, non-observance of reservation and open use of money and donation.

Samiti to scan admissions under NRI quota

Pravesh Niyantran Samiti has found that some of the colleges have not displayed the details of NRI quota on their respective websites. After deliberations, Samiti has directed the colleges to submit the proposals for approval of admissions in 15 per cent NRI quota along with the relevant documents within 15 days of those who still have not submitted the same. Out of 1307 MBBS seats in 13 private unaided medical colleges, 15% seats (207) are reserved for NRI of which 44 were allotted to NRI candidates while 163 admissions were admitted in vacancy against NRI quota seats. Till January 11, the Samiti has received only 20 proposals and not a single NRI quota seat has been approved.
In 20 dental colleges, 261 out of a total 1740 seats are reserved for NRI candidates. Till January 11, 2013, the dental colleges had admitted 94 NRI candidates while 167 were admitted in vacancy against NRI quota seats. Till January 11, the Samiti has received only 26 proposals and not a single NRI quota seat has been approved.
