After giving grants, now Govt asks Nagpur schools to return amount

Maharashtra Government has asked 12 schools in Nagpur to return the money given as grant. The schools were earlier considered eligible to receive the grants, but subsequently Government felt that the approval process was flawed. Though the exact amount due from each school is not known, the total recovery is pegged at Rs 3.5 crore.
Long back Government had decided to sanction new schools provided they would not take grant. Accordingly they were given status of permanent un-aided. After the clear stand of Government, schools still started demanding the grants. Finally it was decided that the grant would be given to the schools, if they should fulfill the conditions put by Government. The grants were to be given part by part— 20 per cent in one year, 40 per cent afterwards, 60 per cent later. This way schools were supposed to get 100 per cent grant. But Government took a U-turn and in September, 2016, it decided to give only 20 per cent grant to these schools.
Last year, means in 2017 Government suddenly noticed that some schools receiving grants were actually not eligible at all and it issued notices to schools asking them to return the amount given as grant. Unfortunately, Nagpur’s 12 schools got the notices that shocked the school managements and teachers too. The teachers of some schools out of these 12 are not getting salaries for the last 8 months.
The notice sent by Education department to these schools points out that Government had approved the schools to be eligible to receive grant of Rs 20 crore. But when Government checked from its side, it found that the schools were not eligible for the same so the amount should be returned to Government. The details of the recovery from each school is not available with ‘The Hitavada’.
The schools approached High Court and Adv Anand Parchure appearing from some of the schools argued that without giving hearing to the schools, the Government issued the notices. High Court asked education department to give hearing to the schools as a natural justice. Following the Court order, Deputy Director of Education, Nagpur region Anil Pardhi conducted the hearing and is expected to submit his report to the department.
School managements found the act of Government as ridiculous. Government only approved grants to the schools, now it itself saying that the schools should not have received grant.
One officer on condition of anonymity said that when Government gives grant it makes clear that providing grant is a voluntary action. It means that Government would decide whether it would provide grants to schools, even though eligible, or not. All said and done but now ball has landed in the court of Anil Pardhi on whose report Government would decide whether to recover the amount or not.
