Colleges to knock door of Bombay High Court to get dues

Fed up with so much delay on the part of Maharashtra Government in getting amount against the fees of the students paid through scholarship, the colleges in Nagpur have decided to knock the door of Bombay High Court. Over Rs 800 crore are pending with the Government. Colleges could take this daring step against the backdrop of the Bombay high court directions, that has asked the Social Welfare Department to immediately release the amount of Rs 117 crore and deposit the same with the Court to be distributed to Sinhgad Technical Education Society (STES ) to clear pending salaries of staff.
Following this judgement, Vidarbha Uanaided Private Management Association swung into action and convened a meeting on Thursday. It was decided to file a petition in Bombay High Court to get the relief. Most of the members expressed optimism pointing at the Court’s judgement over Sinhgad college issue.
Most of the unaided colleges especially professional ones are facing financial crunch as less number of students are turning up towards them. To add to their woes the scholarship amount to be reimbursed against the tuition fees of reserved category students is still pending with the Government. It has mounted to some over Rs 800 crore of 2017-18 and 2018-19.
In November last year the Association had apprised the issue to Maharashtra Chief Minister Devendra Fadnavis who had assured of early disbursement. The Government had issued a circular and asked Social Justice Department to furnish details regarding the pending amount and its bifurcation.
Association alleged that no concrete steps were taken thereafter. Association in its submission pointed out that most of their members failed to pay salaries of the staff for the last six months. Some of them have borrowed loans to run the institution. If the scholarship amount is not disbursed then no option would remain with the colleges than to close down. Some colleges have applied for the closure.
Government had announced MahaDBT (Maharashtra Direct Benefit Transfer) under which the amount of scholarship is supposed to be deposited directly to the accounts of beneficiary students. It was expected to become functional from the academic year 2017-18. But nothing has happened till now.
The issue of scholarship is troubling the colleges since long. As per the GR of 2008, the colleges must receive 90% of the reimbursement of fees to be paid by the Government for reserved category students, by the first month of the academic session. That never took place. Earlier, the students were getting scholarship of examination fees and maintenance fee directly to their accounts. Now, the tuition fees too was added to it.
