MMC to bring big private medical institutions under its ambit

The Maharashtra Medical Council (MMC) is contemplating to bring big private institutions that provide medical treatment, various diagnostics centres under its ambit. This will pave the way in fixing the responsibility about any medical negligence or any such violation on the hospitals or centres too.
The MMC Act came into being in the year 1965 when doctors were doing individual practice. The hospitals functioning then were negligible in number. So strict action by MMC on the doctor if he or she found guilty was enough. Now, with the rise in the number of hospitals, some of the doctors take the support of their unit where they work to save themselves from being punished by MMC. MMC can cancel the registration of the doctors if charges are proved. MMC in the past had taken such kind of action many times.
While talking to ‘The Hitavada’ Dr Shivkumar Utture, Chairman of MMC threw light on this aspect. He said, “In many cases in the recent past some Surrogacy Centres, Radiology units escaped by taking support of this loophole. These centres argued that institutions, hospitals or such centres do not come under the ambit of MMC. If such is the thing then it is difficult for us to take action against such erring doctors and patients do not get justice. Once the hospitals or such big institutions come under MMC then the system would be streamlined.”

Identifying quacks

Another issue related to patients is quacks. How to identify quack is the billion dollar question. Delhi Medical Council is probably more aggressive in taking action against quacks. It started canceling registration of quacks. Now MMC too has taken the cue from Delhi with resolution that those who would not register themselves would be termed as quack and the registration of such doctors would be cancelled.
“We have prepared MMC App, which anybody can download. One can get the picture of doctors in Maharashtra those registered with MMC. Those are not registered can be termed as quacks. Because every doctor has to get himself or herself registered with MMC


Rural doctors can get credit points


MMC gives credit points to doctors that helps them in their career graph. They get credit points after attending Continuing Medical Education (CME) or other conferences. The rural doctors many times fail to attend the same. MMC has come up with the solution over it. Dr Utture informed, “MMC has association with various medical bodies like IMA, API, AMS etc. We prepare on-line modules for which these medical associations help us. These rural doctors accordingly using their laptops or computer go through the material, lectures of doctors. The camera attached to their laptops becomes proof of their attendance.

Some restrictions must on CPS


The issue of College of Physicians and Surgeons (CPS) needs to be handled with care. “Whatever courses they are running it is being done improperly. This CPS came into being in the year 1916 when the post graduate courses were not in existence. CPS started conducting those but were honourary. Gradually CPS converted into commercial body. Considering this aspect, Medical Council of India (MCI) in the year 2010 derecognised its courses. It is still running the courses,” pointed out Dr Utture.
Dr Utture said, “MMC wants the admissions of CPS to be done through NEET, its teachers should have approval from Maharashtra University of Health Sciences (MUHS), the institutions or hospitals running these courses must be inspected by MUHS.”
In the monsoon session of State Legislature, Medical Education Minister Girish Mahajan announced to conduct enquiry of 58 doctors through committee led by Vice-Chancellor of MUHS. It is suspected that these 58 doctors have done PG Diploma through CPS.
