Department of Higher and Technical Education (DHTE) of Maharashtra has chalked out the plan of action for the students not giving tuition fees to colleges received through Direct Benefit Transfer (DBT) Scheme. When Government declared DBT this year, most of the institutions had expressed fear that the students might not return the tuition fees deposited in their personal accounts.
The Technical Education Department has implemented Rajshri Chhatrapati Shahu Maharaj Shikshan Shulka Scholarship Scheme and Dr Punjabrao Deshmukh maintenance allowance scheme. The amount to be given under this scheme is deposited directly in the students’ accounts. The benefit of Rajshri Chhatrapati Shahu Maharaj Shikshan Shulka Scholarship Scheme is given to the students who come under Socially Backward Class and Economically Backward Class. The amount is to be deposited in the personal accounts of the students. The students are supposed to give tuition fees and examination fees to educational institutions where they study.
Considering the fear factor expressed by the colleges, Government came up with an action plan as a solution to the issue. Actually colleges had pointed out this issue during the hearing by Bombay High Court during the petition regarding clearance of pending scholarship dues.
The sanctioned amount of fees deposited in the accounts of students in the form of scholarship should be given to related instituted by the students within 15 days. If students fail to do it then the applications of renewal of the scholarship scheme by students will not be accepted sent by the institutions.
According to colleges receiving tuition fees of DBT from the final year students is most difficult. After completing their graduation they may flee and never to return to colleges, was pointed out by colleges. Considering this aspect the department has made it clear that colleges should not give Leaving Certificate or final marksheet to the students.
The scholarship under DBT for next year should not be sanctioned to the students who fail to give the current year’s amount to respective institution. The students should pay the tuition fee next year and submit fresh application for the scholarship.
