MIL to conduct re-survey for high rise building, posing threat to airport

Non-application of mind by Nagpur Municipal Corporation (NMC) and Nagpur Improvement Trust (NIT) in sanctioning high rise buildings near funnel area of Nagpur’s Dr Babasaheb Ambedkar International Airport  has now emerged as biggest threat to its growth and very survival as an important airport. Due to such sanctions, the MIHAN India Limited (MIL), that runs the airport, has even mooted a proposal to reduce the length of runway that will disallow the landing of big aircraft. The MIL had identified 10 buildings whose heights are above the prescribed level. The same MIL has planned to conduct re-survey to see whether there are more such buildings being constructed near the funnel area.
V M Mulekar, Sr Airport Director of MIL told mediapersons, “Before taking final call, we want to check where there are more buildings whose height is in the objectionable zone. We had already issued notices to 10 buildings asking them to reduce the height of their buildings. They can appeal against us to Airport Authority of India (AAI). The appeal will be sent to Directorate General of Civil Aviation (DGCA) on whose notice NMC can demolish the additional part of such constructions.”
Meanwhile the agency hired by MIL will do the survey of buildings within the 20 km vicinity of the airport and submit the report at the end of October to DGCA. DGCA would recommend certain actions based on the report which the civic authorities have to follow.
When asked whether MIL would reduce the length of runway on the airport due to high rise building? Mulekar replied it would be last resort. MIL had mooted proposal under which runway would be reduced by 560 meters disallowing major aircraft like Airbus 320 to land or take off. The height obstruction is making pilots of the aircraft everytime hear Ground Proximity Warning leading to confusion during flying. The pilots are experiencing it since long, admitted V M Mulekar.

Local bodies to have integrated software system


The issue of high rise building and other obstructions is haunting the Airport Authority of India (AAI) and MIHAN India Limited (MIL). The coordination among Civil Aviation and civic authorities was important. Accordingly a workshop was conducted on Wednesday at Hotel Radisson Blu wherein the officials of  Nagpur Municipal Corporation, Nagpur Improvement Trust, Nagpur Metropolitan Region Development Authority (NMRDA), CREDAI, Metro, Indian Institute of Architects (IIA) came together. They were provided the updated information.
Yudhishthir Sahu, General Manager (ATM), Coordination in-charge of (AAI) told mediapersons, “Whenever any construction is taken within the 20 km area of any airport, it has to take No Objection Certificate (NOC) from Airport Authority of India (AAI). A new system NOCOS- Aerodrome Safeguarding Automation System has been brought. This system is for accepting on-line applications for height clearance of the build environment around the airports and also to calculate the permitted safe heights as per the prescribed rules. Now there will be integrated software system in which all the local bodies will have one window through which every procedural action could be initiated. To explain the system we initiated this workshop wherein we invited Corporators too who would go in public and spread the importance of the issue.”
AAI Director at Nagpur airport Roshan Kamble and other officers too were present.


The Buildings which are in question

There are 10 constructions which are in question. Out of those, to four, the AAI have given NOC and to six it denied.
